<div>Since its establishment, the International Association of Private Universities and Colleges (IAPUC) has strived to build an open and inclusive transnational governance platform for private higher education. It delivers quality assessment, standard development, institutional accreditation and academic governance advisory services for institutions across the Asia‑Pacific region. Against rising demand for cross‑border campus operations, credit transfer and degree recognition in Asia, there is an urgent need to dismantle accreditation barriers and build a practical, collaborative quality‑assurance network. Following multiple rounds of consultations, standard‑benchmarking and due‑diligence reviews, IAPUC and Asia Higher Education (Shenzhen) Accreditation Centre finalised this comprehensive strategic cooperation based on shared values for higher‑education quality.</div>

Institutions holding valid accreditation from one side may benefit from simplified review procedures when meeting baseline requirements of the counterpart, lowering repetitive assessment burdens for higher‑education providers and enabling regional credential mobility.</li>
<li><strong>Joint evaluation and shared expert pool</strong>. Assessment specialists and industry advisors from both organisations will form a joint expert roster to support institutional reviews, site visits and post‑accreditation improvement supervision. Shared quality‑case repositories and risk‑monitoring checklists will strengthen professionalism and public credibility of regional accreditation work.</li>
<li><strong>Information exchange and collaborative policy research</strong>. Both sides will regularly exchange policy updates and practical accreditation cases, jointly conduct research on Asian higher‑education quality, and publish industry reports to inform sound development of cross‑border higher education.</li>

<strong>&#8211;A Global Approach to Strengthening Review and Criminal Accountability for Human Genome Editing</strong></h6>

<p>Abstract: Genome editing technologies, represented by CRISPR-Cas9, are profoundly reshaping the paradigms of disease treatment and human reproduction, while at the same time repeatedly striking against the boundaries of bioethics and criminal law. This article proceeds from two dimensions—somatic cell genome editing (therapeutic editing) and human embryo genome editing (germline editing)—to systematically argue for the urgency and necessity of strengthening ethical review and legal enactment. Using major international genome editing scandals and criminal precedents as points of entry, the article reveals the individual harms, intergenerational injustice, and destruction of the common heritage of humanity caused by technological misuse. It also introduces ethical resources such as Kant’s “humanity as an end,” Habermas’s “species ethics,” and Sandel’s “case against perfection” to analyze the slippery slope effects of “sliding from therapy to enhancement” and “sliding from individual choice to new eugenics.” On this basis, the article proposes a three-tier prevention and control system of “ethical review—administrative licensing—judicial intervention,” and emphatically argues for the legitimacy and institutional design of imposing criminal accountability for serious ethical violations. Written from an international perspective in an impartial and balanced manner, the article endeavors, through rigorous logical reasoning, to contribute a systematic normative framework to the global governance of genome editing.<br />

I. Introduction<br />
At the end of 2023, the world’s first CRISPR-based somatic cell gene editing therapy, “Casgevy,” successively received approval from the UK’s Medicines and Healthcare products Regulatory Agency (MHRA) and the U.S. Food and Drug Administration (FDA) for the treatment of sickle cell disease and transfusion-dependent beta-thalassemia [1]. This marks the formal entry of gene editing from the laboratory into routine clinical treatment, bringing hope of alleviation or even cure to countless patients suffering from genetic diseases. Yet, only five years earlier, the former Chinese scientist He Jiankui bypassed all ethical review and created the world’s first gene-edited babies, implanting embryos with the CCR5 gene knocked out into a mother’s womb and resulting in the birth of twin girls, an event that sent shockwaves through global public opinion [2]. These two incidents, like the two sides of the gene editing coin, reflect the immense promise and the abyssal risks of humanity’s control over the blueprint of life.<br />
Amidst the immense tension between technology and ethics, an unavoidable proposition has emerged: when facing a tool capable of rewriting the genetic information of a species, why must ethical review be strengthened? Why is legal enactment so urgent? And how can abstract ethical principles be translated into an institutional system that is simultaneously normative, guiding, and coercive? Centering on this core inquiry, this article conducts a comprehensive exposition along the two pathways of somatic cell gene editing and human embryo gene editing, demonstrating the inexorable logic of strengthening ethical review and constructing a foundational basis for criminal accountability.<br />
II. Somatic Cell Gene Editing: Ethical Concerns Amid Therapeutic Benefits<br />
Somatic cell gene editing modifies only the non-reproductive cells of a patient, and the genetic alterations are not passed on to offspring. In form, it occupies the same ethical category as existing medical interventions such as organ transplantation and molecular targeted therapy. However, this by no means implies that it does not require stricter ethical scrutiny.<br />
(I) Safety Uncertainties and the Black Hole of Informed Consent<br />
Although gene editing tools continue to be iteratively upgraded, risks such as off-target effects, large fragment chromosomal deletions or rearrangements, and abnormal clonal proliferation of edited cells remain fundamentally impossible to eliminate [3]. Because the effects of gene editing on the human body are lifelong and irreversible, even decades of follow-up may not exhaustively ascertain all possibilities of long-term carcinogenesis or functional decline. Under these conditions, the so-called “informed consent” given by patients is actually built on a gray foundation of incomplete cognition. The function of ethical review is precisely to protect, to the greatest extent possible in such an asymmetrical information landscape, research subjects from being pushed into an abyss of unknowable risk by academic prestige, commercial interests, or their own despair.<br />
(II) The Blurring of the Boundary Between Therapy and Enhancement<br />
A more insidious ethical risk than safety concerns is the slippery slope of gene editing from “therapy” toward “enhancement.” If using gene editing to restore normal immune function in a child with severe combined immunodeficiency can still be understood as therapy, then editing the myostatin gene to enhance muscle circumference and strength in a healthy person has already crossed into the realm of “enhancement.” The World Anti-Doping Agency has already listed gene editing as a prohibited method; however, the temptation of underground genetic modification always exists and may be carried out under the guise of “genetic optimization” or “health promotion.” Once medical interventions are captured by the logic of consumerism, the intrinsic purpose of medicine is subverted. Michael Sandel has already warned that this “impulse to pursue perfection” would completely turn children into “products of parental will,” strangling the fundamental character of life as a gift [4].<br />

The exorbitant cost of gene therapy also poses a severe ethical challenge. Taking Casgevy as an example, the cost per course of treatment exceeds 2.2 million US dollars, which almost entirely excludes the vast majority of low- and middle-income groups from the circle of beneficiaries. If gene enhancement technologies continue to open up to the market, the economically advantaged strata of society may be the first to convert their wealth into biological advantage, creating a “genetic divide.” A Rawlsian conception of justice requires that social and economic inequalities be arranged to the greatest benefit of the least advantaged, whereas uncontrolled gene editing could move in the opposite direction, solidifying a strict correspondence between natural endowments and class identity.<br />
Simultaneously, the unevenness of regulatory standards across different countries has spawned a dangerous “gene therapy tourism.” Some private clinics exploit regulatory vacuums to sell unapproved so-called gene and stem cell therapies to seriously ill patients, already leading to catastrophic outcomes such as severe infections, tumors, and even blindness [5]. This demonstrates that superficial review by ethics committees alone has become virtually useless, and it must be upgraded to a system of state-mandated licensing and full-chain traceability.<br />
III. Human Embryo Gene Editing: Transgenerational Harms and the Ethical Red Line<br />
Unlike somatic cell editing, germline gene editing directly modifies sperm, eggs, or early embryos, and its effects will accompany all cells of the future individual and permanently enter the human gene pool through marriage and reproduction. This is a fundamental issue concerning the integrity of the human species.<br />
(I) Future Generations That Cannot Consent and Irreversible Genetic Erosion<br />
The most fundamental ethical dilemma of embryo gene editing is that the edited individual does not yet exist and, even more so, cannot express consent. Even if parents act with the intention of “doing the best for the child,” this one-way genetic determination has already thoroughly broken the symmetrical relationship between generations. In The Future of Human Nature, Jürgen Habermas profoundly points out that a genetically manipulated individual will never be able to regard the origin of his or her own life as a contingent gift of nature, and his or her sense of autonomous morality in the face of the “maker” will suffer structural trauma [6]. From the perspective of Kantian deontology, the iron law that “a human being is an end and never merely a means” demands to be upheld at the very beginning of life—treating embryos as objects for genetic improvement, no matter what lofty reasons are invoked, already degrades the future person into a projection of some external will.<br />
(II) The Specter of Designer Babies and New Eugenics<br />
Once any legal opening is created for germline gene editing, even for the medical purpose of preventing severe hereditary diseases, it is highly susceptible to having its boundaries continuously pushed under the drive of commercial and technological inertia. At first, it is to eliminate lethal mutations like those causing Huntington’s disease or cystic fibrosis; soon it may expand to conditions such as deafness or dwarfism, which communities do not unanimously identify purely as “diseases,” and then point toward the customization of non-pathological traits like height, intelligence, or skin color. This is no longer a distant hypothesis: among some wealthy classes, a technological desire has already emerged, progressing from selecting embryos based on genetic carrier information to proactively editing them. Francis Fukuyama labels this trend “new eugenics”—it is no longer imposed top-down by the state, but appears in the guise of consumer free choice and parental care, yet equally, if not more profoundly, erodes the natural premise that “all men are created equal” [7]. Once humans become products that can be ordered from a catalogue, the assumption of equality upon which liberal democracy rests ceases to exist.<br />
(III) The Landmark Significance of the He Jiankui Case and the Criminal Law Response<br />
The 2018 He Jiankui gene-edited babies incident is an extreme epitome of the ethical loss of control in global germline genome editing: forging ethical review documents, deceiving informed consent, ignoring off-target risks, and ultimately exposing twin baby girls permanently to unknown biological consequences. In 2019, the People’s Court of Nanshan District, Shenzhen, sentenced He Jiankui to three years in prison for “illegal medical practice” [8]. Yet the very classification as “illegal medical practice” exposed the normative deficiency of the criminal legislation at that time regarding gene editing behaviors.<br />
This lesson rapidly catalyzed legal reform. The Criminal Law Amendment (XI) of the People’s Republic of China, effective from March 1, 2021, added Article 336 bis, which clearly stipulates that implanting a gene-edited human embryo into a human body, if the circumstances are serious, is punishable by fixed-term imprisonment of not more than three years, and if the circumstances are especially serious, by fixed-term imprisonment of not less than three years and not more than seven years. The significance of this clause lies not only in the creation of a specific offense, but also in the fact that, for the first time, the criminal law explicitly and directly declares the clinical implantation of germline gene editing as a crime that endangers the bottom line of human ethics. From this point on, ethical review is no longer a soft norm for internal academic circulation, but a rigid node for the ex-ante deterrence and ex-post accountability of the criminal law.<br />
IV. The Landscape of Global Legal and Ethical Governance: The Weakness of Soft Law and the Rise of Hard Law<br />
(I) Consensus and Limitations of International Ethical Declarations<br />
Since the Nuremberg Code and the Declaration of Helsinki, the ethical norms for human subject research have formed a framework jointly supported by multiple international instruments. Article 11 of UNESCO’s 1997 Universal Declaration on the Human Genome and Human Rights explicitly states that germline genetic interventions contrary to human dignity should be prohibited; the 2005 Universal Declaration on Bioethics and Human Rights emphasizes that the human genome is the common heritage of humanity. In 2021, the World Health Organization issued its Governance Framework for Human Genome Editing and specific recommendations, calling for a global pause on any clinical application of germline genome editing and the establishment of an international registry system [9]. These documents crystallize a cross-cultural moral consensus, but their deficiency is equally apparent: they lack a sanctioning mechanism with coercive force, and in the face of intentional violators and underground commercial operations, they are virtually a dead letter.<br />
(II) The Fragmentation of National Hard Laws and Regulatory Vacuums<br />
Currently, over 40 countries worldwide have explicitly prohibited or strictly restricted human germline genome editing through legislation, and some have simultaneously imposed criminal penalties. For example, Canada’s Assisted Human Reproduction Act provides for a maximum of 10 years’ imprisonment for the illegal editing of human embryos; France has incorporated germline genome editing into its Criminal Code, punishable by several years of imprisonment and heavy fines; the United Kingdom, while renowned for the strict administrative review of its Human Fertilisation and Embryology Authority (HFEA), treats unauthorized gene editing as a criminal offense. However, a considerable number of jurisdictions still confine relevant prohibitions to administrative regulations without criminal liability deterrence, and a few regions even deliberately maintain ambiguity to attract investment in “biomedical tourism.” This fragmented landscape provides space for the underground gene editing industry chain to maneuver, greatly diminishing the effectiveness of global governance.<br />
(III) The Jurisprudential Legitimacy of Criminal Accountability<br />
Configuring criminal penalties for germline gene editing and other serious ethical violations is not an overreach of “legal moralism,” but precisely the necessary choice for the criminal law to protect the most fundamental legal interests. Violations in somatic cell editing may infringe upon individual rights to life and health, but germline editing goes beyond individual legal interests to directly threaten the intergenerational security of the common heritage of humanity—future generations cannot appear as plaintiffs in the current civil litigation system, and only through punishment, the most severe means of public law, can this gap in rights protection be filled. It is precisely based on this logic of “infringement upon the legal interests of third generations and of the human group” that the international community has ample reason to criminalize certain extreme acts of gene editing and even to promote international discussions on including them within the category of crimes against humanity.<br />
V. Constructing a Three-Tier Prevention and Control System: The Synergy of Ethical Review, Administrative Licensing, and Criminal Accountability<br />
Standalone ethical review easily degenerates into a mere formality, while isolated criminal punishment can only operate after the fact. To form an effective closed loop, a three-tier progressive systemic prevention and control architecture of “ethical review—administrative licensing—judicial intervention” should be constructed.<br />
First Tier: Substantive and Rigid Ethical Review. All research and clinical applications involving human gene editing must undergo substantive deliberation by an Institutional Review Board (IRB). The review should employ the four principles of bioethics by Beauchamp and Childress—respect for autonomy, non-maleficence, beneficence, and justice—as the basic analytical framework, focusing on assessing off-target risks, the feasibility of long-term follow-up protocols, the potential exploitation of vulnerable groups in subject selection, and the possible impact on the human gene pool. The review process, resolutions, and ethics approval documents must be uploaded to a unified national platform, subject to random inspection by higher-level authorities, with lifelong accountability tracing for those who violate review procedures.<br />
Second Tier: Prior Administrative Licensing and Transparency. Somatic cell gene therapy must undergo double licensing by the national pharmaceutical regulatory agency after passing ethical review, with risk-benefit ratio as the core criterion, and an open and transparent system for clinical trial registration and result disclosure should be established. Clinical applications of germline genome editing shall not be licensed under any circumstances. Additionally, an independent, interdisciplinary national “Advisory Committee on the Ethics of Gene Technology” should be established to regularly issue ethical assessment reports to the legislature and the public, preventing administrative decisions from being unilaterally captured by industrial interests.<br />
Third Tier: Precision and Inevitability of Criminal Judicial Intervention. Once acts such as implanting gene-edited embryos without a license, forging ethics approval documents, or deceiving research subjects with false informed consent forms occur, criminal procedures shall be initiated. Prosecutors and judges should possess professional training in bioethics, and the courts must conduct substantive evidentiary examination on “whether an act constitutes a violation of human dignity.” Simultaneously, international criminal judicial assistance should be deepened, applying the principle of universal jurisdiction to the black-market chain of transnational gene editing, thereby eliminating regulatory vacuums. The configuration of penalties should cover imprisonment, fines, and professional disqualification orders, to form a comprehensive deterrent.<br />
The essence of the three-tier system is to reforge the “soft law” of ethics, through administrative procedures and criminal justice, into a “hard law” closed loop with binding coercive force. Researchers, capital investors, and institutions will thereby form clear legal expectations: crossing the ethical bottom line can no longer be resolved merely by publishing an apology or retracting a paper, but will entail bearing the full chain of legal consequences, from professional disbarment to penal incarceration.<br />
VI. Conclusion<br />
Gene editing technology is like a double-edged blade, with the medical light of curing chronic diseases inscribed on one side, and the abyssal darkness of subverting human ethics inscribed on the other. When this blade already touches the fundamental integrity of the human species, ethical review must by no means remain confined to collegial discussions among scholars and sanctionless declarations, but must deeply interlock with legal enactment and criminal accountability, jointly constructing an insurmountable boundary.<br />
From the judicial trial of the He Jiankui case to the promulgation of China’s Criminal Law Amendment (XI), and from WHO’s global call to the successive brandishing of swords by criminal laws in various countries, the world is advancing toward a brand-new consensus: the ethical bottom line of human genome editing, especially germline modification, must be safeguarded by clear criminal legislation. This is not a mutilation of scientific freedom, but the deepest reverence for the common destiny of humanity. Only under the starry sky of Kant’s “humanity as an end,” deeply embedding the measure of ethics into the fabric of law and institutions, can we ensure that the scissors that alter the code of life always remain in the hands of reason and conscience.</p>

<p>The integration of generative artificial intelligence into academic writing has accelerated at a pace that has outpaced the capacity of institutions to respond. What began as a novel tool for researchers has evolved into a systemic threat to the very foundations of scholarly integrity. The data are unequivocal and deeply concerning.</p>
<p>A comprehensive study conducted by the American Association for Cancer Research (AACR), analysing 7,177 manuscripts submitted to its ten journals between January and June 2025, found that <strong>36% of article abstracts contained AI-generated content</strong>. Yet when authors were asked in an automatic step of the submission process to disclose any use of AI, only <strong>9% acknowledged doing so</strong>. This fourfold disparity between actual usage and honest disclosure reveals a profound crisis of transparency that strikes at the heart of academic integrity. The gap demonstrates that reliance on voluntary disclosure is entirely insufficient.</p>
<p>This phenomenon is not confined to a single publisher or discipline. A study published in <em>Nature Human Behaviour</em>, analysing over one million scientific papers, found that up to <strong>22.5% of computer science abstracts</strong> showed signs of modification by large language models. Nanyang Technological University&#8217;s analysis of thousands of biomedical research articles revealed that <strong>12.4% of 2025 papers</strong> contained at least one passage classified as AI-written. In higher education dissertations, AI-generated text surged from <strong>2.3% in 2020 to 20.4% in 2025</strong>, a statistically significant increase with a correlation coefficient of ρ = 0.91 (p &lt; 0.001).</p>
<p>Perhaps most alarmingly, the problem extends beyond authorship into peer review itself. At the International Conference on Learning Representations (ICLR) 2026, over <strong>15,000 review reports were found to be entirely AI-generated</strong>. Approximately <strong>21% of review comments</strong> were determined to be fully automated. The peer-review process—the cornerstone of academic quality control—has been systematically undermined by the very technology it was meant to evaluate.</p>

When a paper is substantially generated by AI, the human author cannot genuinely claim authorship in any meaningful ethical sense.</p>
<p><strong>Transparency and Honesty.</strong> The deliberate concealment of AI involvement in paper writing constitutes deception. It misrepresents the nature and extent of human intellectual labour, undermining the trust that is essential to scholarly communication. As one university policy articulates, “Submitting text that has been generated by AI is not writing; it is plagiarism”. When authors obscure the role of AI, they deprive readers, editors, and reviewers of the information necessary to evaluate the work&#8217;s credibility.</p>
<p><strong>Intellectual Integrity.</strong> Academic writing is not merely a mechanical act of arranging words; it is an expression of critical thinking, analytical rigour, and original insight. The wholesale delegation of these intellectual processes to AI systems represents an abdication of scholarly responsibility. As research-led organisations have warned, “AI-generated text often lacks a compelling narrative or analytical depth,” and early-career researchers must build strong scientific writing skills that AI cannot replicate.</p>
<p><strong>The Erosion of Human Agency.</strong> UNESCO has emphasised that the challenge posed by generative AI is structural rather than merely ethical: “the observability of authorship has collapsed, and enforcement regimes built on that observability cannot be restored by policy alone”. This collapse of observability represents a profound threat to human agency in the creation of knowledge.</p>
<p><strong>III. The Assault on Academic Fairness</strong></p>
<p>The unchecked use of AI in academic writing creates a deeply inequitable landscape that systematically disadvantages honest scholars and undermines the meritocratic ideals of academia.</p>
<p><strong>The Unfair Advantage.</strong> Authors who use AI to generate papers without disclosure gain a significant and illegitimate advantage over those who invest the time and intellectual labour to produce original work. They can produce manuscripts more quickly, with less effort, and in greater volume—all while evading detection. This creates a perverse incentive structure that rewards technological cunning over intellectual rigour.</p>
<p><strong>The Devaluation of Genuine Scholarship.</strong> When fraudulent or AI-generated papers flood the academic marketplace, they devalue the legitimate accomplishments of scholars who have earned their credentials through genuine effort. As one commentator observed, “AI has already lowered the threshold for misconduct”. The proliferation of AI-generated content makes it increasingly difficult for employers, credential evaluators, and the public to distinguish between authentic scholarship and algorithmic output.</p>
<p><strong>Disproportionate Impact on Non-Native English Speakers.</strong> The ethical dimensions of AI detection are further complicated by the phenomenon of false positives. Research has demonstrated that AI detection tools disproportionately flag the writing of non-native English speakers as AI-generated. ChatGPT-polished writing “boosts the risk of human-authored manuscripts being miscredited as AI-generated”. This creates a paradoxical situation in which scholars who use AI to improve their English-language writing—often as a legitimate aid—face greater scrutiny and risk of false accusation than native speakers who may use the same tools more extensively.</p>
<p><strong>The Arms Race Mentality.</strong> The current dynamic has spawned a counterproductive arms race between generators and detectors. A new industry has emerged around “AI-checking—AI-reduction—re-checking” cycles, with tools designed to evade detection creating an endless loop of technological escalation. This distracts from the fundamental purpose of academic inquiry and consumes resources that could be devoted to genuine research.</p>

<li><strong> The Damages: A Multi-Faceted Assault on Scholarship</strong></li>

<p><strong>Damage to Research Integrity</strong></p>
<p>AI-generated papers often contain fabricated references, invented data, and plausible-sounding but entirely false information—a phenomenon known as “AI hallucination”. A 2025 study found that <strong>79.2% of students and 77.1% of faculty</strong> had encountered AI-generated content containing errors disguised as plausible information. When such content enters the scholarly record, it corrupts the knowledge base upon which future research depends.</p>
<p>Retractions attributable to undisclosed AI use are rising sharply. In 2023 alone, <strong>667 AI-related retractions</strong> were recorded. A Springer Nature journal began retracting scores of commentaries and letters after being inundated with AI-generated manuscripts. Each retraction represents not merely an embarrassment but a failure of the quality-assurance systems that are supposed to safeguard scholarly integrity.</p>
<p><strong>Damage to the Peer-Review System</strong></p>
<p>The peer-review system, which has served as the bedrock of academic quality control for centuries, is now under existential threat. When reviewers use AI to generate their evaluations without disclosure, they violate the confidentiality of the review process and betray the trust placed in them by authors and editors. The ICLR case, in which over 15,000 review reports were AI-generated, demonstrates that the problem has reached epidemic proportions. As one scientist lamented, “you spent sleepless nights writing your paper, and the reviewer spent one second having ChatGPT generate a bunch of &#8216;correct nonsense&#8217;”.</p>
<p><strong>Damage to Institutional Reputation</strong></p>
<p>Universities and research institutions that fail to address the AI-paper crisis risk severe reputational damage. The proliferation of AI-generated theses and dissertations undermines the credibility of academic credentials. Employers and graduate programmes increasingly view degrees from institutions with inadequate quality assurance with suspicion, harming the prospects of all graduates—including those who have earned their qualifications legitimately.</p>
<p><strong>Damage to Public Trust</strong></p>
<p>Perhaps the most profound damage is to public trust in science and scholarship. In an era already characterised by scepticism toward expertise, the revelation that significant portions of the academic literature may be AI-generated further erodes confidence in the reliability of scholarly knowledge. When the public cannot distinguish between genuine research and algorithmic output, the entire edifice of academic authority is weakened.</p>

<li><strong> The Limitations of Current Approaches</strong></li>
</ol>
<p>Existing mechanisms for addressing the AI-paper crisis are manifestly inadequate.</p>
<p><strong>Voluntary Disclosure Has Failed.</strong> The AACR study&#8217;s finding that only 9% of authors using AI disclosed that fact, despite 36% of abstracts containing AI-generated text, demonstrates that self-reporting is entirely insufficient.</p>
<p><strong>Detection Tools Are Imperfect.</strong> Current AI detection technologies suffer from significant limitations. Turnitin&#8217;s AI detection tool has acknowledged a sentence-level false-positive rate of 4%. Studies consistently show these tools produce both false positives—identifying human-written text as AI-generated—and false negatives. As one analysis concluded, “the unreliability of genAI detection tools and the impact of false accusations makes them unsuitable for high-stakes situations like academic misconduct investigations”. Furthermore, AI-generated fake papers often register only 2–5% similarity in iThenticate, compared with 10–15% for genuine manuscripts, suggesting they may be deliberately designed to evade detection.</p>
<p><strong>Institutional Policies Are Inconsistent and Ineffective.</strong> A 2025 UNESCO survey of 400 higher-education respondents across 90 countries found that only <strong>19%</strong> reported that their institution had a formal AI policy. While 67.8% of students and 60.4% of faculty confirmed their institutions had explicit AI usage policies, 42% of both groups deemed existing guidelines only “partially effective,” and more than 11% criticised policies as outdated. The patchwork of institutional responses creates confusion and enables evasion.</p>
<p><strong>The Arms Race Dynamic.</strong> As detection tools improve, so do evasion techniques. Turnitin has been forced to develop “AI bypasser detection” to identify content that has been modified specifically to evade detection. This technological escalation is unsustainable and diverts resources from the core mission of education and research.</p>

<li><strong> A Constructive Path Forward: Building the AI-Paper Detection System</strong></li>

<p>The establishment of a robust, comprehensive AI-paper detection system is not merely desirable—it is an urgent necessity. IAPUC proposes the following framework for such a system, drawing on the best available evidence and the collective wisdom of the global quality-assurance community.</p>
<ol>
<li><strong> Mandatory AI Disclosure with Verification</strong></li>
</ol>
<p>Voluntary disclosure has failed. Institutions must move to mandatory AI-use declarations, verified through automated detection systems. This is not a matter of trust but of accountability. The AACR study demonstrates that “disclosures on their own have virtually no value without some means of determining their accuracy”. Submission systems should require authors to attest to the extent of AI use at the point of submission, with false declarations subject to sanctions.</p>
<ol start="2">
<li><strong> Multi-Layered Detection Architecture</strong></li>
</ol>
<p>No single detection tool is sufficient. Institutions should employ a multi-layered approach combining:</p>
<ul>
<li><strong>Statistical analysis</strong> of linguistic patterns and vocabulary distributions</li>
<li><strong>Cross-referencing</strong> against known AI-generated text databases</li>
<li><strong>Citation and reference verification</strong> to detect fabricated sources</li>
<li><strong>Human expert review</strong> of flagged papers, with detection tools used as supporting evidence rather than as definitive judgments</li>
</ul>
<p>As Turnitin itself advises, detection results “should always be reviewed by subject experts and used as supporting evidence, not as a replacement for academic judgement”.</p>

<li><strong> Centralised Reporting and Data Sharing</strong></li>
</ol>

</ol>
<p>Detection systems are necessary but insufficient. Institutions must invest in education about the ethical use of AI in academic writing. As the AACR study&#8217;s lead researcher noted, “the challenge is to leverage new tools while ensuring scientific integrity and transparency. Failure to do so risks losing trust in the entire scientific publication system”. Training programmes should address:</p>

<p>The AI-paper crisis is a global problem requiring a global response. International organisations—including UNESCO, COPE, INQAAHE, and IAPUC—must work together to develop common standards for AI detection, disclosure, and enforcement. The 2025 UNESCO survey&#8217;s finding that only 19% of institutions have formal AI policies underscores the need for coordinated international action.</p>

<li><strong> Protection Against False Accusations</strong></li>
</ol>
<p>Any detection system must incorporate robust safeguards against false accusations. As Roy Perlis, Editor-in-Chief of JAMA+AI, warned, “There is a real risk that we plug these things into our [editorial] pipelines and treat their outputs as if they are infallible”. Institutions must establish clear appeals processes and ensure that detection results are reviewed by human experts before any adverse action is taken.</p>

<p>The evidence is overwhelming and the stakes could not be higher. Generative AI has transformed academic writing at a speed and scale that has outstripped the capacity of existing quality-assurance mechanisms. The gap between actual AI use and honest disclosure—36% versus 9% in the AACR study—reveals a crisis of integrity that threatens to undermine the entire scholarly enterprise.</p>
<p>The establishment of a robust AI-paper detection system is not merely a technical challenge; it is a moral imperative. Without such a system, we risk the devaluation of genuine scholarship, the unfair disadvantaging of honest researchers, the corruption of the peer-review process, and the erosion of public trust in academic knowledge.</p>
<p>The time for half-measures has passed. The academic community must act decisively and collectively to build the detection infrastructure, develop the standards, and invest in the education necessary to preserve the integrity of scholarly communication. The alternative—a future in which the distinction between human insight and algorithmic output becomes indistinguishable—is not a future we can accept.</p>

In the midst of this profound transformation, private higher education institutions—the largest and fastest-growing segment of the global higher education system—are confronting an existential test of survival. This article offers a systematic, global analysis of the multi-dimensional predicaments confronting private universities in the digital age: from fundamental deficits in infrastructure and resources, to deep-seated constraints embedded in governance structures and institutional inertia; from systemic deficiencies in faculty digital literacy, to structural fractures in industry-education integration that manifest as &#8220;cooperation without convergence&#8221;; from the explosive collision between academic ethics and artificial intelligence, to the dual squeeze of declining traditional-age populations and intensifying market competition. The research reveals that the digital transformation predicament of private higher education is not an isolated technological issue, but a structural challenge shaped by the interplay of governance capacity, resource allocation, organisational culture, and external environmental pressures. On this basis, the article proposes a tripartite breakthrough pathway centred on &#8220;governance–capability–ecosystem&#8221;, arguing that private higher education institutions must transcend the shallow thinking of &#8220;technological instrumentalism&#8221; and, grounded in governance modernisation, capability building, and ecosystem restructuring, accomplish a strategic transformation from &#8220;passive adaptation&#8221; to &#8220;active leadership&#8221; in the digital torrent.</p>

<p><strong>I. Introduction: The Test of Survival in the Digital Tide</strong></p>
<p>The year 2025 finds global higher education at a historic crossroads. On one side, the explosive development of artificial intelligence is fundamentally reconfiguring the ways in which knowledge is produced, disseminated, and applied. On the other, a crisis of institutional survival among private higher education providers is accelerating worldwide. In 2024 alone, at least 16 non-profit private colleges in the United States announced closures, the vast majority of which were small-scale institutions heavily dependent on tuition revenues. Credit rating agencies and industry analysts have repeatedly warned that the risk of closure among regional private institutions continues to escalate.</p>
<p>This is no coincidence. The waves of artificial intelligence and digitalisation are not impacting all higher education institutions evenly—they are striking private institutions with the greatest force and at the deepest level. As one study has revealed, digital transformation is not merely a technological upgrade; it introduces new and complex governance challenges for private higher education institutions relating to institutional identity, financial sustainability, policy implementation, and stakeholder coordination.</p>
<p>The central question is this: Are the predicaments facing private universities in digital transformation primarily a matter of &#8220;technological insufficiency&#8221; at the operational level, or are they symptomatic of &#8220;systemic failure&#8221; at the institutional level? If the latter holds true, then a superficial response of &#8220;acquiring equipment and building platforms&#8221; will never fundamentally reverse the trajectory. This article seeks to answer the core proposition: In the face of the global digital wave, what structural predicaments has private higher education fallen into? What are the deeper roots of these predicaments? And how can systematic breakthroughs be identified and pursued?</p>
<p><strong>II. The Multi-Dimensional Predicament: Structural Challenges in Private Higher Education Digital Transformation</strong></p>
<p><strong>2.1 Inherent Deficits in Infrastructure and Resources</strong></p>
<p>The most immediate and visible predicament confronting private universities in digital transformation is the systemic scarcity of infrastructure and resources. A qualitative case study on AI integration among faculty at a private university identified three key barriers constituting the first threshold of digital transformation: (1) inadequate institutional technological infrastructure; (2) lack of systematic faculty training programmes; and (3) unresolved ethical dilemmas surrounding data privacy, algorithmic bias, and academic integrity.</p>
<p>This finding is far from isolated. In Vietnam, the level of digital transformation participation and achievement among private universities is significantly lower than that of prestigious and well-established public universities. Research indicates that the factors affecting digital transformation in non-public universities encompass government policy, human resources, technological infrastructure, and multiple other dimensions. Moreover, in Vietnamese private universities, the application of AI in online training remains fragmented, unsystematic, and constrained by a range of factors including technological infrastructure, human resources, financial capacity, governance mechanisms, and ethical-legal frameworks.</p>
<p>From a global perspective, the gap in digital infrastructure exhibits a pronounced &#8220;digital divide&#8221; characteristic. A systematic comparative assessment of Nigerian universities found that federal universities demonstrated the highest levels of AI integration, while private universities, despite showing strengths in curriculum innovation, lagged significantly in overall integration levels. This disparity is not accidental—it reflects the structural disadvantages of private institutions in resource acquisition, policy support, and institutional safeguards.</p>
<p>In the Chinese non-governmental higher education sector, similar issues are pronounced. Research reveals that private colleges are confronting four core problems: management&#8217;s prioritisation of &#8220;hardware over pedagogy&#8221;, outdated curriculum systems, weak faculty digital literacy, and a scarcity of practical resources. This tendency to emphasise &#8220;construction over application&#8221; has resulted in substantial digital investments failing to translate into genuine educational effectiveness.</p>
<p><strong>2.2 Deep-Seated Constraints of Governance Structures and Institutional Inertia</strong></p>
<p>If resource deficits are &#8220;visible predicaments&#8221;, then the deep constraints of governance structures are &#8220;invisible shackles&#8221;. Digital transformation is by no means a simple technological introduction—it is, in essence, a profound organisational transformation, inevitably touching upon power structures, decision-making processes, incentive mechanisms, and other core governance elements.</p>
<p>The governance predicaments of private higher education manifest in multiple dimensions. First, the non-professionalisation of governance structures is a widespread problem. Many private institutions still rely heavily on the personal authority of founders or family-style management, lacking the professionalisation, institutionalisation, and democratisation required for modern university governance. Such governance models, when confronted with the need for rapid decision-making, resource integration, and sustained investment demanded by digital transformation, often prove inadequate.</p>
<p>Second, the disconnect between strategic planning and implementation capacity is equally concerning. Digital transformation requires long-term strategic commitment and sustained resource allocation, but many private institutions, constrained by short-term financial pressures, often abandon their digital transformation efforts midway through the &#8220;investment phase&#8221;. As research has noted, private higher education institutions are divided into for-profit and non-profit categories, and digital transformation introduces starkly different governance challenges depending on institutional identity.</p>
<p>Furthermore, the resistance of institutional inertia cannot be overlooked. Higher education institutions are inherently conservative—their core business processes, academic cultures, and quality assurance systems have evolved over decades or even centuries, exhibiting strong path dependency. When disruptive technologies such as generative AI emerge, many private institutions respond not with active embrace but with passive defence. Observations from 2026 indicate that during the autumn 2025 semester, faculty reported a sharp increase in unauthorised use of AI; by January 2026, many faculty members had fallen into a state of exhaustion and reactive management. This passive-reactive management style precisely reflects the deep constraint of institutional inertia on change.</p>
<p><strong>2.3 Systemic Deficits in Faculty Digital Literacy</strong></p>
<p>Faculty constitute the &#8220;last mile&#8221; of educational digital transformation. No matter how advanced the technology or how sophisticated the platform, if faculty lack the capacity to translate technology into pedagogical effectiveness, digital transformation can only remain superficial. Yet this is precisely one of the weakest links in private higher education.</p>
<p>Multiple studies converge on the same conclusion: the systemic deficit in faculty digital literacy is the core bottleneck in private higher education digital transformation. In Lebanese private universities, the adoption of AI tools has been shaped by the interplay of economic pressures, infrastructural inequalities, and policy uncertainty. In Malaysian private universities, students&#8217; use of ChatGPT has been found to involve seven core challenges: concerns about accuracy and reliability, technical access issues, difficulties in prompt engineering, discipline-specific comprehension limitations, language and communication barriers, academic integrity concerns, and emotional or cognitive impacts.</p>
<p>Even more concerning is the &#8220;digital anxiety&#8221; prevalent among faculty. Many instructors not only lack the skills to use AI tools but also lack a clear understanding of AI&#8217;s role in education. They worry that AI will replace teachers, that AI will facilitate academic misconduct, and that they themselves will be rendered obsolete by technology. If left unaddressed, such anxieties can transform into passive resistance to digital transformation.</p>
<p>A study of Polish higher education institutions found that technical universities and public universities demonstrated the highest levels of digital transformation readiness, while pedagogical, vocational, and arts institutions—particularly private ones—exhibited lower integration levels and limited technological access. This finding reveals a sobering reality: not all higher education institutions are equal in the face of digitalisation—those with the fewest resources, the weakest capacities, and the shortest histories, namely private institutions, are precisely those confronting the most severe digital challenges.</p>
<p><strong>2.4 The Predicament of &#8220;Cooperation without Convergence&#8221; in Industry-Education Integration</strong></p>
<p>Industry-education integration is widely regarded as the core pathway for applied talent cultivation and a key competitive advantage distinguishing private institutions from research-oriented public universities. However, in the context of digital transformation, industry-education integration itself has fallen into profound difficulties.</p>
<p>Research indicates that industry-education integration platforms in private colleges are encountering three practical obstructions: information silos restricting the effective circulation of digital resources; school-enterprise collaboration remaining largely at the level of signed agreements without substantive implementation; and a discernible generational gap between practical teaching and industry frontiers. This predicament of &#8220;cooperation without convergence&#8221; renders industry-education integration a mere formality, failing to achieve the precise alignment of talent cultivation with industrial demand.</p>
<p>At a deeper level, the digital transformation of industry-education integration itself remains an unresolved problem. Enterprises require graduates with digital literacy and AI application capabilities, yet many private institutions continue to deliver curricula dominated by traditional theoretical instruction, which deviates significantly from actual industry needs. As research has shown, the three major challenges faced by private colleges in industry-education integration—resource development bottlenecks, severe disconnection between education and industry, and weakening school-enterprise collaboration—are seriously compromising the quality of talent cultivation.</p>
<p>The consequences of this disconnect are devastating: graduates lack both the traditional &#8220;solid foundation&#8221; and the digital-age &#8220;cutting-edge skills&#8221;, finding themselves trapped in an awkward position of being &#8220;overqualified for lower positions and underqualified for higher ones&#8221; in the job market. The ensuing decline in employment rates further exacerbates enrolment difficulties and financial pressures, creating a vicious cycle.</p>
<p><strong>2.5 The Collision Between Academic Ethics and Artificial Intelligence</strong></p>
<p>The impact of artificial intelligence on higher education is most profound and most intractable in its fundamental challenge to academic ethics and the very mode of knowledge production. This is not merely a technological issue but a civilisational one.</p>
<p>In private institutions, the ethical dilemmas posed by AI are particularly acute. A qualitative study of a private university in the Philippines revealed that both students and faculty, when confronting the relationship between AI and educational equity, generally expressed deep concerns about moral dilemmas and potential misuse. The study recommended the creation of ethical AI usage workshops to help students and faculty uphold academic integrity. This reflects the fact that private institutions remain in a reactive, &#8220;fire-fighting&#8221; phase in addressing AI ethical challenges.</p>
<p>The ethical challenges posed by AI are multi-layered. At the most superficial level is the surge in academic misconduct—students using AI to generate essays and complete assignments, with faculty struggling to distinguish authenticity. At a deeper level lies the fundamental transformation of knowledge production—when AI can generate ostensibly plausible academic texts, the very meaning of &#8220;authorship&#8221; is being eroded. At the deepest level is the alienation of educational objectives—if knowledge acquisition and textual production can both be accomplished by AI, what then is the core value of university education?</p>
<p>As a case study of a private college in Nepal illustrates, the rapid proliferation of generative AI is forcing universities worldwide to redefine learning, authorship, and academic integrity. This process of redefinition is fraught with pain and uncertainty, and for resource-constrained, governance-weak private institutions, the distress of this transformation is particularly acute.</p>
<p><strong>2.6 The Dual Squeeze of Declining Traditional-Age Populations and Intensified Market Competition</strong></p>
<p>If the above predicaments are more &#8220;endogenous&#8221;, then declining traditional-age populations and intensifying market competition constitute exogenous pressures of lethal force. The convergence of these two forces is pushing many private institutions to the brink of survival.</p>
<p>In the United States, the decline in college-age population is irreversible. Projections indicate that between 2026 and 2041, the number of 18-year-olds in the United States will decrease by 13%. Between 2010 and 2021, total US university enrolment declined by 15%. Researchers have modelled that a 15% enrolment decline would double the annual rate of college closures. The most vulnerable are precisely private institutions—particularly those located in rural areas with shrinking populations and heavily dependent on tuition revenues.</p>
<p>This trend is not unique to the United States. In India, the All India Council for Technical Education (AICTE) approved the closure of 27 private colleges in the 2024–2025 academic year. In Canada, the closure of a private college in British Columbia left approximately 300 students stranded. Globally, the wave of private higher education closures is accelerating.</p>
<p>Simultaneously, the rise of online education is fundamentally restructuring the higher education market. A study of Brazil&#8217;s private online higher education sector showed that without online courses, total enrolment would be 14% lower, while face-to-face enrolment would be 33% higher. This implies that while online education has expanded the overall market, it has also intensified the survival pressures on traditional face-to-face private institutions—students have more choices, but traditional private institutions find it difficult to transform rapidly.</p>
<p>Digital transformation was supposed to be the &#8220;antidote&#8221; for private institutions facing demographic decline, yet the reality is that digital transformation itself requires substantial investment, while population decline is eroding the revenue base of private institutions. This double bind of &#8220;needing to transform while struggling to survive&#8221; constitutes the deepest structural contradiction confronting private higher education.</p>
<p><strong>III. The Logic of Transformation: Why Change Is Inevitable</strong></p>
<p>Confronted with the multi-layered predicaments outlined above, can private institutions choose a strategy of &#8220;standing still&#8221;? The answer is unequivocally no. Standing still means a slow death.</p>
<p><strong>3.1 Digitalisation Is Not an Option but a Condition of Survival</strong></p>
<p>The 2025 Higher Education Innovation Index study revealed that 49% of campuses are accelerating technology investment, but 44% of institutions list &#8220;implementation&#8221; as their primary challenge. In other words, nearly half of all institutions already recognise the urgency of digital transformation and have begun to act, yet almost as many are encountering formidable obstacles in implementation.</p>
<p>Even more noteworthy is the emerging &#8220;winner-take-all&#8221; effect of digital transformation. Those institutions that complete their digital transformation first will gain competitive advantages across enrolment, teaching, research, and employment outcomes; those that lag behind will be progressively marginalised. As one study has warned, disruptive AI technologies, combined with growing societal resistance to the &#8220;gatekeeper&#8221; role of universities, are bringing an end to the &#8220;golden age&#8221; of higher education. The future of higher education will be segmented—a small number of prestigious private institutions will maintain their elite status, while the majority of ordinary private institutions will face elimination.</p>
<p><strong>3.2 AI Is Redefining the Standards of &#8220;Educational Quality&#8221;</strong></p>
<p>Traditionally, educational quality has been measured primarily by faculty qualifications, curriculum design, and physical facilities. But in the age of AI, these standards are being fundamentally redefined.</p>
<p>AI-enabled education systems may undermine judgement, obscure incentives, and erode learning outcomes unless ethical reasoning is embedded in their design. This means that future educational quality will no longer depend solely on &#8220;what is taught&#8221; and &#8220;who teaches it&#8221;, but also on &#8220;how technology is leveraged to enhance learning&#8221; and &#8220;how technology is ensured to serve educational goals within an ethical framework&#8221;.</p>
<p>For private institutions, this presents both a challenge and an opportunity. The flexibility of private institutions potentially enables them to embrace new technologies and experiment with new pedagogical models more quickly than public institutions. However, the prerequisite is that they possess sufficient resources, capabilities, and strategic vision.</p>
<p><strong>3.3 Paradigm Shifts in Student Expectations and Market Demands</strong></p>
<p>Students in the digital age have undergone fundamental changes in their learning styles, information-acquisition habits, and career expectations. They desire personalised learning pathways, flexible schedules and modes of study, and skills that can be directly applied in the workplace. Traditional &#8220;one-size-fits-all&#8221; classroom instruction and standardised examinations are increasingly failing to meet the needs of this generation of students.</p>
<p>Simultaneously, labour market demands for &#8220;digital literacy&#8221; are rising sharply. Regardless of industry, professionals with AI application capabilities, data literacy, and digital thinking are highly sought after. Private institutions that fail to cultivate these competencies will soon be abandoned by both students and employers.</p>
<p>As an African private education network demonstrated in its 2025 impact report, AI is helping students reimagine the learning experience across multiple dimensions, from personalised learning to intelligent academic support, assessment, and career guidance. This &#8220;student-centred&#8221; digital transformation is becoming the key to winning the future for private institutions.</p>
<p><strong>IV. Pathways to Breakthrough: Finding Life in Adversity</strong></p>
<p><strong>4.1 Governance Modernisation: From &#8220;Rule by Person&#8221; to &#8220;Rule by System&#8221;</strong></p>
<p>The foundation of digital transformation lies not in technology but in governance. If governance structures are inadequate, even the most advanced technology will fail to deliver its potential.</p>
<p>Governance modernisation in private institutions should proceed along several fronts. First, establish professionalised decision-making mechanisms. Digital transformation involves numerous professional judgements—technology selection, resource allocation, risk assessment—all of which require specialised knowledge and systematic decision-making processes, rather than reliance on personal experience or intuition.</p>
<p>Second, build sustainable investment mechanisms. Digital transformation requires sustained financial commitment, not a &#8220;one-off project&#8221;. Private institutions should establish dedicated digital development funds, ensuring the sustainability of digital investments through diversified revenue streams (tuition income, philanthropic donations, industry partnerships, government programmes, etc.).</p>
<p>Third, improve stakeholder participation mechanisms. The success of digital transformation depends on the understanding and support of faculty, students, alumni, employers, and other stakeholders. Private institutions should establish regular communication and participation mechanisms to ensure that all parties have a sense of ownership and benefit from the transformation process.</p>
<p><strong>4.2 Capability Building: From &#8220;Technology Introduction&#8221; to &#8220;Human Transformation&#8221;</strong></p>
<p>The greatest challenge of digital transformation lies not in the technology itself but in the &#8220;transformation of people&#8221;. The digital literacy of faculty and administrators is the critical variable determining the success or failure of transformation.</p>
<p>Systematic faculty training is an urgent priority. Training should not remain at the operational level of &#8220;how to use tools&#8221; but should extend to the methodological level of &#8220;how to integrate technology into pedagogy&#8221; and the value level of &#8220;how to address the ethical challenges posed by AI&#8221;. As research has recommended, creating ethical AI usage workshops is an effective means of helping students and faculty uphold academic integrity.</p>
<p>Reform of incentive mechanisms is equally indispensable. In many private institutions, faculty lack the motivation to adopt new technologies because existing evaluation systems do not recognise contributions to digital teaching. Private institutions should incorporate digital teaching competencies into faculty evaluation and promotion systems, providing tangible rewards for those who actively embrace digital transformation.</p>
<p>Cultivation of student digital literacy is also critical. In the age of AI, students need not only to learn how to use AI tools but also to learn how to critically evaluate AI-generated content, understand the limitations of AI, and maintain independent thinking and creativity in the presence of AI assistance. These competencies will be the core competitiveness of future talent.</p>
<p><strong>4.3 Ecosystem Restructuring: From &#8220;Going It Alone&#8221; to &#8220;Collaborative Symbiosis&#8221;</strong></p>
<p>Private institutions have limited resources and capabilities; a go-it-alone approach to digital transformation is ultimately unsustainable. Building an open, collaborative digital transformation ecosystem is the key to breaking through resource constraints.</p>
<p>Inter-institutional collaboration is a viable pathway. Private institutions can form consortia or networks to share digital infrastructure, course resources, and faculty training programmes, reducing the cost of transformation for individual institutions. The UNESCO-ICHEI &#8220;IIOE Higher Education Digital Pioneer Award&#8221; in 2025 attracted 95 applications from 29 countries, including 48 higher education institutions and 13 corporate partners. This model of international cooperation offers valuable lessons for private institutions.</p>
<p>University-industry partnerships constitute another important pathway. Technology companies possess the technical capabilities and resources that private institutions lack, while private institutions offer the talent cultivation contexts and research capabilities that companies desire. Collaboration between the two can achieve mutual complementarity. As research has noted, AI adoption requires institution-specific strategies, prioritising faculty development, infrastructure investment, and sustainable funding—areas in which industry partnerships can provide robust support.</p>
<p>University-government cooperation is equally important. Although private institutions do not depend on government funding to the same extent as public institutions, the role of government in policy guidance, standard setting, and project funding remains significant. Private institutions should actively engage in policy dialogue to seek greater policy support and resource allocation for digital transformation.</p>
<p><strong>4.4 Differentiated Positioning: From &#8220;Follower&#8221; to &#8220;Leader&#8221;</strong></p>
<p>Private institutions should not blindly imitate the digital transformation pathways of public institutions. Instead, they should leverage their own flexibility and innovative spirit to chart a differentiated course of transformation.</p>
<p>Focusing on niche areas is central to differentiated positioning. Private institutions cannot compete with resource-rich public institutions across all fields. They should concentrate their resources on areas where they hold comparative advantages—such as applied talent cultivation, vocational education, online education, and industry-specific partnerships—to achieve breakthroughs. As research has revealed, private universities can demonstrate their strongest performance in curriculum innovation—precisely an area they can cultivate.</p>
<p>Embracing online education and blended learning is another differentiated pathway. Studies have shown that online growth can save struggling universities. For private institutions facing enrolment decline, expanding into the online education market not only broadens the recruitment pool but also reduces operating costs and improves resource efficiency.</p>
<p>Deepening industry-education integration is a natural advantage for private institutions. Compared with public institutions, private institutions are institutionally more flexible and more capable of establishing deep collaborative relationships with industry. Private institutions should advance industry-education integration from the &#8220;agreement level&#8221; to the &#8220;operational level&#8221;, bringing real enterprise needs, real projects, and real-world scenarios into the teaching process, allowing students to acquire genuine professional competencies through &#8220;learning by doing&#8221;.</p>
<p><strong>V. Conclusion: Reshaping the Future of Private Higher Education in the Digital Torrent</strong></p>
<p>Private higher education stands at a historic inflection point. The tidal wave of digital transformation is both a challenge and an opportunity; both a test of survival and a moment of rebirth.</p>
<p>The analysis in this article has demonstrated that the predicaments facing private institutions in digital transformation are multi-dimensional and structural—encompassing &#8220;inherent deficits&#8221; at the resource level, &#8220;deep-seated constraints&#8221; at the governance level, &#8220;systemic deficiencies&#8221; at the capability level, &#8220;structural fractures&#8221; at the ecosystem level, &#8220;value conflicts&#8221; at the ethical level, and &#8220;survival pressures&#8221; at the market level. These predicaments are intertwined and mutually reinforcing, forming a &#8220;vicious cycle of predicaments&#8221; that is difficult to break.</p>
<p>Yet predicaments are not dead ends. The tripartite breakthrough pathway of &#8220;governance–capability–ecosystem&#8221; proposed in this article demonstrates that private institutions can indeed find their own way out of digital transformation. Governance modernisation provides the institutional foundation for transformation; capability building supplies the human capital; ecosystem restructuring offers the resource base—the three are mutually reinforcing, together constituting a systematic solution for private higher education digital transformation.</p>
<p>Ultimately, the digital transformation of private higher education is not a &#8220;technological upgrade&#8221; but an &#8220;organisational rebirth&#8221;. It requires private institutions to transcend the shallow thinking of &#8220;technological instrumentalism&#8221;, fundamentally re-examining their missions, strategies, governance, and culture. It demands that private institutions shift from &#8220;passive adaptation&#8221; to &#8220;active leadership&#8221;, from &#8220;imitative followership&#8221; to &#8220;differentiated innovation&#8221;, and from &#8220;going it alone&#8221; to &#8220;collaborative symbiosis&#8221;.</p>
<p>In the digital torrent, those private institutions that can complete this profound transformation will not merely survive—they will redefine their position and value within the higher education system in this once-in-a-century upheaval. Those that cannot complete the transformation will be mercilessly eliminated by the tide of history.</p>
<p>History does not wait for the hesitant. The digital transformation of private higher education cannot afford delay.</p>

At private institutions, that figure rises sharply to 34,041 USD per year—more than 2.5 times the next highest average among OECD nations</span><span class="">. The total cost of a four-year degree at a private university now routinely exceeds 150,000 USD</span><span class="">. In 2025, the average annual cost of private colleges reached 56,628 USD, compared to 27,146 USD for public institutions</span><span class="">.</span></p>
<p class="ds-markdown-paragraph"><span class="">But price is never just price. It is also a filter. Families who can afford the premium are not merely buying a degree; they are buying access to networks, to smaller classes, to faculty who can write personalised letters of recommendation</span><span class="">. The question is whether what they are buying is genuinely superior, or merely exclusive.</span></p>
<p class="ds-markdown-paragraph"><span class="">In many parts of the world, the financial calculus is inverted. In China, private higher education institutions (PHEIs) educate more than five million students across more than 700 institutions</span><span class="">. Yet tuition fees at these institutions are on average three times higher than at their public counterparts</span><span class="">—and families are willing to pay that premium despite significantly lower returns on investment</span><span class="">. The graduate employment rate of public higher education institutions in China is estimated to be 50 percent higher than at PHEIs</span><span class="">. This is not a market failure; it is a cultural phenomenon, rooted in the Confucian value placed on educational achievement, where the willingness to pay a high premium for a credential—even a low-quality one—is driven by the powerful social imperative of educational attainment</span><span class="">.</span></p>
<p><strong><span class="">III. The Quality Question: What Are You Actually Paying For?</span></strong></p>
<p class="ds-markdown-paragraph"><span class="">The assumption that private equals better quality is one of the most persistent—and most contested—beliefs in higher education. The reality is far more nuanced.</span></p>
<p class="ds-markdown-paragraph"><span class="">In the United States, the private-public distinction has never mapped neatly onto quality. Elite public research universities—the University of California, Berkeley, the University of Michigan, the University of Virginia—consistently rival their private peers in academic reputation and research output. Forbes&#8217; &#8220;New Ivies&#8221; list for 2025 includes ten public universities alongside ten private institutions, reflecting a growing recognition among employers that the gap between graduates of Ivies and other public and private universities is shrinking</span><span class="">. Thirty-eight percent of employers surveyed by Forbes said they are more likely to hire public college graduates than they were five years ago</span><span class="">.</span></p>
<p class="ds-markdown-paragraph"><span class="">The quality gap, when it exists, is often less about the institution than about the student population it serves. In China, students at PHEIs score, on average, 51 points lower on the </span><em><span class="">gaokao</span></em><span class=""> than their peers in public institutions</span><span class="">—a difference that reflects not the quality of teaching but the competencies of students at the point of entry into higher education</span><span class="">. These institutions were designed to absorb students who scored lowest in the universal college entrance examination, serving a demand-absorbing role in a rapidly expanding system</span><span class="">. The low quality associated with Chinese private higher education is, in significant measure, a function of its place in a highly stratified system—not a reflection of its intrinsic potential</span><span class="">.</span></p>
<p class="ds-markdown-paragraph"><span class="">Similarly, in Vietnam, research has found a notable difference in graduate employment rates between private and public higher education institutions</span><span class="">. But the same research also reveals that the employment rate and the ability to meet work requirements of students from accredited institutions are higher than those from unaccredited ones, reflecting a positive relationship between employability and education quality</span><span class="">. The variable that matters may not be public versus private, but </span><em><span class="">accredited</span></em><span class=""> versus </span><em><span class="">unaccredited</span></em><span class="">.</span></p>
<p><strong><span class="">IV. The Employment Gap: Degrees, Jobs, and the Market&#8217;s Cold Arithmetic</span></strong></p>
<p class="ds-markdown-paragraph"><span class="">If the market is the ultimate arbiter of value, then the employment outcomes of graduates should tell us something definitive about the relative worth of public and private degrees. The picture, predictably, is complicated.</span></p>
<p class="ds-markdown-paragraph"><span class="">In Singapore, the latest Private Education Institution Graduate Employment Survey revealed that among fresh graduates from private institutions, only 46.4 per cent found full-time permanent jobs within six months of graduation—a significant decline from 58.7 per cent in 2023. By contrast, 79.5 per cent of graduates from publicly funded autonomous universities secured full-time permanent roles within the same period. The findings underscore a growing employment gap between graduates of private institutions and their public university peers.</span></p>
<p class="ds-markdown-paragraph"><span class="">Yet the story is not uniform. In Portugal, a study by the EDULOG think tank found that the salary advantages associated with higher education remain quite evident in the job market, and the employability rate of graduates in private and cooperative higher education reflects the real impact of decades of commitment and training quality</span><span class="">. In São Paulo, access to private higher education was seen by civil engineering graduates as an important resource for increasing social capital</span><span class="">—a reminder that the value of a private degree is not always measured in salary alone, but in the networks and opportunities it unlocks.</span></p>
<p class="ds-markdown-paragraph"><span class="">The earnings trajectory also varies over time. Research by the Burning Glass Institute has found that graduates of high-STEM schools and private research universities look especially strong in the early years after graduation but lose some ground over time—even though they continue to earn the highest salaries on average</span><span class="">. The premium of a private education may be front-loaded, while the steady returns of a public education accumulate over a career.</span></p>
<p><strong><span class="">V. The Employer&#8217;s Calculus: What Recruiters Actually Care About</span></strong></p>
<p class="ds-markdown-paragraph"><span class="">The most revealing perspective may come from the employers themselves—and their views are shifting. A major survey of recruiters found that employers now regard the skills with which graduates leave a university as being more important than the institution&#8217;s academic reputation</span><span class="">. Graduate skills, including soft skills and digital literacy, were voted as the most important factor, rising from fourth place</span><span class="">.</span></p>
<p class="ds-markdown-paragraph"><span class="">This is a significant shift. It suggests that the distinction between public and private may be less relevant to employers than the distinction between </span><em><span class="">skilled</span></em><span class=""> and </span><em><span class="">unskilled</span></em><span class=""> graduates. The institution&#8217;s name on the diploma matters less than what the graduate can actually do.</span></p>
<p class="ds-markdown-paragraph"><span class="">In Costa Rica, a landmark study shattered long-held beliefs about the value of a degree from a public versus a private university, revealing that employers now view graduates from both systems as equally prepared for the professional world</span><span class="">. In the United States, 37 per cent of top executives are less inclined to hire Ivy League graduates compared to five years ago, while 42 per cent said public colleges were doing a better job at preparing entry-level job candidates</span><span class="">. The prestige premium of elite private institutions is not disappearing, but it is eroding.</span></p>
<p><strong><span class="">VI. The Structural Realities: Why the Debate Misses the Point</span></strong></p>
<p class="ds-markdown-paragraph"><span class="">Beneath the surface of the private-public debate lies a deeper structural reality: the distinction itself is becoming less meaningful. Private education is slowly becoming more common across all levels of tertiary education, as the share of graduates from public institutions has decreased by 3 percentage points since 2013 across OECD countries</span><span class="">. In some OECD countries, private institutions now account for a larger share of graduates than public institutions across all levels of tertiary education, particularly in Latin America and Asia</span><span class="">. In Brazil, private institutions account for 87.8 per cent of institutions and 77 per cent of enrollments</span><span class="">.</span></p>
<p class="ds-markdown-paragraph"><span class="">The real divide may not be public versus private at all, but </span><em><span class="">quality assured</span></em><span class=""> versus </span><em><span class="">quality unassured</span></em><span class="">. The proliferation of diploma mills, unaccredited institutions, and low-quality providers—both public and private—has made accreditation and quality assurance the true markers of value. In Vietnam, the increasing emphasis on quality assurance and management of higher education has presented a direct challenge to the education and training system</span><span class="">. In China, the challenge for private higher education to recruit and retain top-notch faculty restricts the quality of programme delivery and overall institutional improvement</span><span class="">. The quality of private institutions varies so widely that generalisations are almost meaningless</span><span class="">.</span></p>
<p><strong><span class="">VII. The Social Dimension: Degrees as Signals, Not Just Skills</span></strong></p>
<p class="ds-markdown-paragraph"><span class="">The economist&#8217;s view of education—that it imparts skills that increase productivity—is only part of the story. Education also serves as a signalling device, a way of demonstrating to employers that one possesses the discipline, intelligence, and conformity to succeed in a professional environment. This signalling function is where the private-public distinction continues to matter.</span></p>
<p class="ds-markdown-paragraph"><span class="">In the United Kingdom, students from private and grammar schools are over-represented in elite universities</span><span class="">. While some of that is explained by better grades, there is also a degree of mismatch between how well students do in exams and the quality of the courses they end up in</span><span class="">. The signalling advantage of a private education is not just about the quality of the education itself, but about what that education signals about the student&#8217;s background, connections, and cultural capital.</span></p>
<p class="ds-markdown-paragraph"><span class="">In China, the fact that families are willing to pay a high premium for low-quality private higher education is attributed to the strong value of educational achievement in Confucian heritage societies</span><span class="">. The degree signals something beyond skills—it signals family commitment, social status, and adherence to cultural norms. This is why the debate about private versus public degrees is never just about the degree. It is about what the degree represents in a particular social context.</span></p>
<p><strong><span class="">VIII. The Way Forward: Beyond the Binary</span></strong></p>
<p class="ds-markdown-paragraph"><span class="">If the private-public distinction is becoming less meaningful, what should take its place? The answer lies in quality assurance, transparency, and accountability.</span></p>
<p class="ds-markdown-paragraph"><span class="">The institutions that will thrive in the coming decades—whether public or private—will be those that can demonstrate their value through measurable outcomes: graduate employment rates, earnings data, student satisfaction, and employer feedback. The </span><em><span class="">IAPUC-IQA framework</span></em><span class="">, grounded in the three pillars of mission-driven purpose, outcomes-based assessment, and performance excellence, represents one model for how quality assurance can transcend the public-private binary.</span></p>
<p class="ds-markdown-paragraph"><span class="">The challenge is global. In China, private higher education faces a &#8220;perfect storm&#8221; of low quality, policy chaos, and demographic decline</span><span class="">. In Vietnam, employment demands have necessitated academic counselling, extra-curricular activities, and other assistance to improve students&#8217; performance, along with internal quality monitoring and management</span><span class="">. In Latin America, a huge expansion in undergraduate numbers and a significant widening of access has lowered the value of degrees in society and the jobs market</span><span class="">. The problems are not confined to one sector or one region.</span></p>
<p class="ds-markdown-paragraph"><span class="">What is needed is not a retreat to the old certainties of public superiority or private prestige, but a new framework for evaluating higher education that focuses on what actually matters: the quality of the education, the employability of graduates, and the transparency of outcomes. The private-public debate has served its purpose, but it is time to move beyond it.</span></p>
<p><strong><span class="">IX. Conclusion: The Credential Paradox</span></strong></p>
<p class="ds-markdown-paragraph"><span class="">The paradox of the private-public degree debate is that both sides are right and both sides are wrong. Private institutions can offer unparalleled networks, resources, and prestige—but they can also be expensive, exclusive, and uneven in quality. Public institutions can offer affordability, accessibility, and broad-based excellence—but they can also be underfunded, overcrowded, and bureaucratic.</span></p>
<p class="ds-markdown-paragraph"><span class="">The real question is not whether a private degree is &#8220;better&#8221; than a public one, but whether the institution in question—regardless of its funding model—can deliver on its promises. Can it prepare students for meaningful careers? Can it provide a transformative educational experience? Can it demonstrate its value through transparent, verifiable outcomes?</span></p>

<p>As we prepare for the global launch of the IQA Accreditation System and the onboarding of our first cohort of accredited institutions, we are seeking a dedicated Accreditation Coordinator to support the full lifecycle of accreditation activities. This is a foundational role for an emerging global accreditation body—an opportunity to help build the processes, systems, and relationships that will define private higher education quality assurance for years to come.</p>

<p>The Accreditation Coordinator will provide operational and administrative coordination of IQA accreditation processes, including accreditation reviews, institutional communications, meeting and site-visit preparation, and accreditation documentation and reporting. You will work at the intersection of institutional engagement, quality assurance, and operational excellence, ensuring that every aspect of the accreditation journey—from initial inquiry to final decision—is executed with precision, professionalism, and consistency.</p>
