Following multiple rounds of consultations, standard‑benchmarking and due‑diligence reviews, IAPUC and Asia Higher Education (Shenzhen) Accreditation Centre finalised this comprehensive strategic cooperation based on shared values for higher‑education quality.</div>

Institutions holding valid accreditation from one side may benefit from simplified review procedures when meeting baseline requirements of the counterpart, lowering repetitive assessment burdens for higher‑education providers and enabling regional credential mobility.</li>
<li><strong>Joint evaluation and shared expert pool</strong>. Assessment specialists and industry advisors from both organisations will form a joint expert roster to support institutional reviews, site visits and post‑accreditation improvement supervision. Shared quality‑case repositories and risk‑monitoring checklists will strengthen professionalism and public credibility of regional accreditation work.</li>
<li><strong>Information exchange and collaborative policy research</strong>. <p>From July 15 to 17, 2026, the International Association of Private Universities and Colleges (IAPUC) convened a three-day closed-door online consultation meeting on academic certification via video conferencing platforms. A total of 47 delegates, including representatives from private higher education institutions, quality assurance specialists, certification review experts and international organization observers across 22 countries and regions worldwide, attended the meeting remotely. Participants conducted in-depth discussions on core topics including the initial pilot evaluation results of the Internal Quality Assurance (IQA) Certification System, the adaptive optimization of multidisciplinary certification standards, and emerging challenges for academic quality assurance in the artificial intelligence era.</p>
<p>This marks the first high-level closed-door online symposium on academic certification organized by IAPUC since the official launch of the IQA Certification System institutional development in 2025. Leveraging the video conferencing system and encrypted communication module of the IAPUC Certification Management Information Platform, the meeting enabled efficient collaborative discussions across multiple time zones and regions. It aimed to systematically review the review feedback from the first batch of global pilot certified institutions launched in the first half of 2026, providing a decision-making basis for the final revision and global release of the official IQA Certification System 2.0.</p>
<p><strong>Pilot Evaluation Data Released for the First Time; Five Standard Domains Attract Wide Attention</strong></p>
<p>On the first day of the meeting, the IAPUC Quality Assurance Committee (QAC) delivered an online report presenting phased data from the first batch of pilot certifications. Since the official opening of certification applications in April 2026, 23 private higher education institutions from 14 countries across three continents have submitted formal certification applications or letters of intent, among which 8 institutions have entered the substantive review stage, covering four disciplinary categories: Business and Management, Engineering and Technology, Computer Science and Artificial Intelligence, and Education and Teacher Training.</p>

During group online discussions, participating delegates shared institutional practical experiences regarding self-evaluation difficulties and key review points of the above standard domains.</p>
<p><strong>Applicability of Multidisciplinary Certification Standards Becomes Core Discussion Focus</strong></p>
<p>The special seminar sessions on the second day of the meeting were carried out through multiple parallel online workshops. Participants conducted in-depth exchanges on the applicability and operability of the eight IQA standard domains in diverse disciplinary contexts. Delegates from the field of Engineering and Technology pointed out that evaluation indicators for laboratory safety management and engineering ethics education require further refinement under the universal standard framework. <p>In response, the Standards Development Working Group of the Quality Assurance Committee stated that the core design philosophy of the IQA Certification System — the three pillars of <strong>Mission-Driven, Outcome-Based, and Performance Excellence</strong> — provides sufficient institutional flexibility for multidisciplinary adaptation. On this basis, the Committee will release supplementary evaluation guidelines for various disciplinary categories in the fourth quarter of 2026, offering targeted self-evaluation references for institutions with different disciplinary backgrounds.</p>
<p><strong>Artificial Intelligence and Academic Integrity: The New Frontier of Certification Systems</strong></p>
<p>The third core agenda of the meeting focused on the profound impact of artificial intelligence technology on academic certification. Participating experts unanimously agreed that the widespread application of generative AI is fundamentally reshaping the traditional definition of academic integrity and posing brand-new challenges for verifying the authenticity of learning outcome assessments.</p>
<p>Multiple review experts noted in their speeches that several pilot institutions have proactively disclosed the deployment of AI-assisted teaching and assessment tools in their self-evaluation reports. However, there remains a lack of unified norms among institutions regarding the transparency of AI usage policies, the distinction between AI-generated content and authentic student learning outcomes, and the quality verification of AI assessment tools. During online discussions, experts from Asia and Europe shared differentiated institutional practices in addressing AI-related academic integrity challenges, providing diversified perspectives for the improvement of certification standards.</p>
<p>The IAPUC Quality Assurance Committee revealed during the meeting that in response to this trend, the Committee completed the formulation of the <em>Certification Guidelines for AI-Assisted Teaching and Assessment</em> in May 2026. The guidelines establish the core principle of “human-in-the-loop”, stipulating that all final decisions substantially affecting students’ academic performance must be reserved for qualified faculty members, with AI outputs serving only as reference rather than substitutes for faculty judgment. Participants spoke highly of the guidelines and put forward numerous constructive suggestions for improving their operability in practical reviews.</p>
<p><strong>Latest Progress in International Mutual Recognition and Global Promotion Plan</strong></p>
<p>During the meeting, the IAPUC Secretariat delivered an online special report updating delegates on the latest progress in international mutual recognition. In June 2026, IAPUC officially signed a comprehensive mutual recognition agreement with the Global Academy of Financial Management (GAFM®), establishing a substantive equivalence recognition mechanism between the IQA certification framework and international business standards of GAFM. Under the agreement, graduates majoring in Business and Finance from IQA-certified institutions will be eligible for a streamlined application channel for GAFM professional certifications. The official confirmation of the agreement was completed via remote signing ceremony.</p>
<p>The Secretariat stated that this mutual recognition marks the first step of IAPUC’s international mutual recognition strategy. From the second half of 2026 to 2027, the Association will prioritize advancing mutual recognition dialogues with quality assurance networks in the Asia-Pacific and European regions, striving to build an initial mutual recognition network covering major active private higher education regions prior to the official global launch of the IQA Certification System.</p>
<p><strong>Official Release of Certification System 2.0 Scheduled for Q1 2027</strong></p>
<p>At the closing ceremony of the meeting, the IAPUC Quality Assurance Committee announced via live online broadcast that based on the outcomes of this closed-door consultation and practical feedback from pilot evaluations, the official version of IQA Certification System 2.0 is scheduled for global release in the first quarter of 2027. Built upon the 1.0 pilot version, the 2.0 official version will systematically optimize evaluation indicators across the eight standard domains, supplement multidisciplinary auxiliary evaluation guidelines, and further refine certification standards for specialized fields including remote and blended teaching, micro-credentials, credit mutual recognition and prior learning assessment.</p>
<p>The Committee also announced that global private higher education institutions will be fully open to IQA certification applications starting from April 2027, with the first batch of official certification results expected to be released in the first quarter of 2028. The online certification application system will be fully launched synchronously with the release of Version 2.0.</p>
<p>In his closing video address, the IAPUC President stated: “Though spanning 22 time zones, this closed-door online consultation unites the global private higher education community through our shared pursuit of quality assurance. The insightful outcomes gathered in this meeting lay a solid foundation for the IQA Certification System to evolve from institutional framework documents to practical certification implementation. Adhering to the core values of rigor, impartiality, transparency and diversity, IAPUC will continue to collaborate with private higher education institutions worldwide to build a robust and credible quality assurance system for global private higher education.”</p>

Meeting outcomes will be compiled into the <em>IQA Certification System Closed-Door Consultation Minutes</em> and <em>Certification Standard Revision Proposal</em>, which will be released to all institutional members of IAPUC by September 2026.</p>

<h5><strong>Abstract</strong></h5>
<p>With the deep integration of digital technology and global educational reform, virtual reality (VR) technology, as a core immersive medium of extended reality (XR), has gradually broken the spatial and dimensional limitations of traditional higher education pedagogy. It has become a pivotal driving force for reconstructing modern university teaching systems, optimizing talent training models, and promoting equitable and high-quality higher education worldwide. This study systematically explores the application logic, practical value, existing dilemmas and innovative development paths of VR teaching in global higher education, based on the latest global educational technology research data and cross-institutional practical cases from 2020 to 2025. Different from traditional educational technology application research that focuses on functional verification, this paper constructs a multi-dimensional analytical framework covering pedagogical innovation, scenario iteration, institutional governance and sustainable development. It deeply dissects the innovative advantages of VR teaching in solving pain points such as disjointed theoretical and practical teaching, insufficient high-end experimental resources, and single interactive modes in higher education. Meanwhile, it objectively discusses the current bottlenecks restricting the large-scale popularization of VR higher education, including uneven global resource allocation, immature standardized teaching systems, high hardware and operation costs, and insufficient long-term effectiveness of empirical research. On this basis, this study proposes forward-looking innovative strategies centered on scenario customization, standardized curriculum system construction, cross-regional collaborative teaching, and cost-effective technological iteration, and prospects the future evolution direction of VR teaching integrating artificial intelligence (AI) and metaverse technology. The research aims to provide theoretical support and practical reference for the standardized, intelligent and sustainable development of immersive teaching in global higher education, and assist universities in adapting to the digital transformation trend of global education and fulfilling the United Nations Sustainable Development Goal 4 (SDG 4) of inclusive and equitable quality education.</p>

<h5><strong>1. Introduction</strong></h5>
<p>Global higher education is undergoing a profound digital restructuring driven by emerging technologies. Traditional higher education models, dominated by offline classroom indoctrination and limited laboratory practice, are increasingly unable to adapt to the talent training demands of interdisciplinary integration, complex scenario application and global collaborative innovation in the new era. In professional fields such as medicine, engineering, aerospace, and environmental science, the limitations of traditional teaching are particularly prominent: high-risk experimental operations are difficult to replicate repeatedly, large-scale engineering scenarios cannot be fully presented, and abstract theoretical knowledge is difficult to be transformed into students’ practical cognitive abilities, resulting in a persistent gap between theoretical teaching and industrial practical needs in higher education.</p>
<p>Virtual reality technology, characterized by immersion, interactivity, imagination and situationality, has fundamentally changed the information transmission mode and cognitive construction logic of teaching activities. According to global educational technology industry data, by 2025, more than 68% of global higher education institutions have integrated immersive VR learning tools into science and engineering teaching systems, and 54% of medical colleges have applied VR-assisted anatomical simulation teaching to professional practical training. In 2024, over 47 million university students worldwide participated in immersive VR classroom learning, marking the formal transformation of VR teaching from experimental exploration to large-scale practical application in global higher education.</p>
<p>Existing academic research on VR education mainly focuses on single scenario application effect verification and student acceptance evaluation, with most studies adopting short-term small-sample empirical methods and lacking systematic theoretical framework construction and long-term developmental research. Moreover, few studies integrate global regional differences, pedagogical innovation logic and institutional governance mechanisms to conduct in-depth comprehensive research, and there is a notable research gap targeting the differentiated development value of VR teaching for private higher education institutions. Different from public universities that bear rigid disciplinary inheritance and standardized teaching assessment constraints, private universities and independent colleges, as the vital innovative frontier and experimental pilot of global higher education reform, boast flexible institutional mechanisms, market-oriented talent training orientation and agile educational innovation capabilities. VR immersive teaching presents an entirely new strategic development opportunity for private higher education, serving as a core breakthrough for such institutions to break the homogenization competition of traditional higher education, build differentiated school-running characteristics, and achieve cornerstone overtaking in the digital education era. In the global higher education system dominated by traditional teaching paradigms, only private educational institutions that dare to take the lead in innovative trials, take the initiative to explore uncharted immersive teaching modes, and &#8220;be the first to taste the crab&#8221; can form unique school-running advantages, consolidate market competitiveness, and set benchmark cases for the innovative transformation of the entire higher education industry. Against the background of global educational integration and digital transformation, this study breaks the limitations of single-dimensional application research, focuses on the innovative pilot value and strategic significance of VR teaching for private higher education while sorting out global development trends, analyzes the internal mechanism of VR empowering differentiated development of private universities, identifies core practical dilemmas, and puts forward targeted innovative development paths, so as to fill the research gap in the standardized and sustainable innovative development of global VR higher education teaching, especially private university immersive teaching construction.</p>
<h5><strong>2. Global Development Trends of VR Teaching in Higher Education</strong></h5>
<p><strong>2.1 Diversified Scenario Coverage and Disciplinary Vertical Penetration</strong></p>
<p>In the global scope, VR teaching in higher education has completed the transformation from single public basic course auxiliary teaching to vertical penetration of professional disciplinary scenarios, forming a multi-disciplinary application system covering science, engineering, medicine, humanities and social sciences. In STEM disciplines, top international institutions such as RWTH Aachen University and CERN have built virtual simulation platforms for complex engineering and physical experiments. Through VR technology, they realize intuitive visualization of particle collision trajectories, mechanical operation principles and chemical reaction processes, solving the problems of high experimental risk, high cost and non-repeatability in traditional teaching. In medical education, immersive VR anatomy simulation and surgical training systems have become standard teaching equipment in mainstream medical colleges worldwide, enabling students to complete zero-risk repeated practical training and effectively improving the precision of clinical operation skills.</p>

European and American universities have developed immersive teaching systems for ancient technological civilization exploration and historical expedition simulation, allowing students to break temporal and spatial constraints and complete situational learning of humanistic knowledge. This disciplinary full-coverage development trend has realized the complementary advantages of traditional theoretical teaching and modern immersive teaching, and promoted the transformation of higher education from &#8220;knowledge indoctrination&#8221; to &#8220;scenario-based cognitive construction&#8221;.</p>

<p>Digital interconnection has promoted VR teaching to become an important tool to bridge the gap of global higher education resources and promote educational equity. For example, the system can automatically adjust the difficulty of virtual experiments and the richness of scenario details according to students’ learning progress and operation errors, realizing precise personalized teaching. At the same time, the metaverse campus model derived from VR technology has realized the integration of virtual classrooms, virtual laboratories and virtual academic communities, building a fully immersive and interactive digital teaching space for higher education, and promoting the comprehensive digital upgrading of university teaching scenarios, management modes and academic exchange mechanisms.</p>

This data-driven evaluation mode breaks the limitations of traditional single evaluation standard, realizes the comprehensive evaluation of students’ theoretical literacy, practical ability and innovative thinking, and promotes the transformation of higher education teaching evaluation from &#8220;result-oriented&#8221; to &#8220;process-oriented&#8221; and &#8220;comprehensive development-oriented&#8221;. More importantly, this innovative evaluation system perfectly fits the talent training needs of private higher education, helping private institutions build a differentiated teaching assessment system different from traditional public universities, highlight their advantages in applied talent training, and further consolidate their innovative pilot status in global higher education digital reform.</p>

<p>Current global VR higher education teaching is still in the stage of scattered exploration, lacking unified international teaching standards, curriculum development specifications and teaching evaluation systems. <p>As a transformative educational technology, VR has broken the inherent limitations of traditional homogenized higher education teaching modes, reconstructed students’ experiential cognitive logic and industry-oriented practical teaching systems, and delivered unprecedented strategic development opportunities for global private universities and independent colleges. Different from public higher education institutions constrained by fixed disciplinary frameworks and rigid teaching evaluation systems, private higher education, as the most flexible and pioneering experimental field in the modern higher education system, relies on its market-oriented positioning, agile institutional mechanisms and innovative trial-and-error advantages. It undertakes the core mission of digital teaching reform pilot and innovative exploration in global higher education. In the fiercely homogenized higher education competition, traditional teaching modes can no longer support institutional differentiation and high-quality development. Only private colleges and universities that dare to break the inherent educational paradigm, take the initiative to carry out forward-looking VR immersive teaching layout, and dare to “pioneer new paths and taste the first crab” can break through development bottlenecks, build exclusive differentiated school-running advantages, and achieve corner overtaking and leading status in the digital education track. In the future, with the continuous iteration of digital technology and the improvement of global educational collaborative mechanisms, VR higher education teaching will evolve toward standardization, intelligence and sustainable high-quality development. Private higher education institutions will definitely become the core benchmark and leading force of global VR teaching innovation, driving the overall digital transformation and pedagogical upgrading of the entire higher education industry.</p>
<p>Future research can further focus on the long-term longitudinal research of VR teaching effects, the localized adaptation research of VR teaching resources in different regional educational environments, and the ethical norms research of immersive digital teaching, so as to continuously improve the theoretical system and practical system of VR higher education teaching.</p>
