IAPUC maintains a comprehensive, internally consistent, and fully integrated standard system, organised into ten functional domains. Each document is systematically numbered, version‑controlled, and subject to regular review in accordance with established compilation standards. This structured hierarchy ensures clarity, accessibility, traceability, and accountability at every level of our operations—from governance and membership to accreditation, ethics, finance, and external relations.

Every policy, standard, and procedural guideline is designed to be auditable, verifiable, and operationally executable, providing our members with clear, actionable requirements that can be consistently applied across diverse institutional contexts. Together, these instruments form a coherent governance ecosystem that supports institutional quality, protects stakeholder interests, and advances the global mission of private higher education.

1. Organisational Governance & Bylaws

These foundational documents establish the legal and governance framework for IAPUC, including our registration in Colorado (Non‑profit No. 20251179157), the tiered governance structure (General Assembly → Board of Directors → Accreditation Decisions Committee → Appeals and Arbitration Committee), and the dual reporting obligations of the Treasurer to both the Board and the ADC.

2. Membership & Admission Standards

Membership is structured as a progressive tiered system: Associate Member → Full Member → Accredited Member. Full Member status is the statutory prerequisite for applying for IQA accreditation—accreditation is not granted to Associate Members. Individual membership operates independently, with Regular Member and Excellent Member (E.IAPUC) grades.

3. IQA Accreditation Core Standards

The IQA accreditation system is built upon three theoretical pillars—Mission‑Driven, Outcome‑Oriented, and Performance Excellence—and comprises eight core standards domains. Accreditation is granted at three levels: Provisional Accreditation (2 years), Formal Accreditation (4 years), and Comprehensive Accreditation (6 years).

4. Quality Assurance Supplementary Standards

These supplementary standards address emerging and specialised areas of educational delivery, ensuring that IAPUC’s quality assurance framework remains responsive to innovation while upholding rigorous academic standards.

5. Ethics, Compliance & Risk Management

These documents establish the ethical guardrails for all IAPUC activities, including academic integrity standards, data protection obligations (GDPR/PIPL/CCPA compliance), and risk management protocols. All members are bound by these ethical and compliance obligations as a condition of membership.

6. Finance, Archives & Operations

These operational policies govern financial transparency, fee structures, archival integrity, and document management. The Treasurer maintains a dual reporting line to both the Board and the ADC, ensuring financial accountability at the highest levels.

7. Institutional Support & Development

These documents detail the peer review system (A/B/C tier expert management), training programmes, institutional quality representative roles, and the directory of accredited institutions. They reflect IAPUC’s commitment to continuous capacity building for all members.

8. On‑Site Operations & Self‑Study Tools

These practical guides equip institutions and peer reviewers with the tools necessary for rigorous, consistent, and transparent on‑site evaluations, including interview protocols, evidence sampling verification forms, and daily issue‑tracking templates.

9. External Relations & Communications

These policies govern IAPUC’s engagement with external stakeholders, including government relations, media communications, international mutual recognition negotiations, and the appeals process. The Appeals and Arbitration Committee serves as the final adjudicatory body for all disputes.

10. Launch & Implementation

These documents outline the strategic roadmap for IAPUC’s global expansion, including the three‑phase implementation timeline, the establishment of the Secretariat at Fuyao University of Science and Technology, and the five‑year rotation system for the Accreditation Decisions Committee.

What Compliance Means at IAPUC

For IAPUC and its member institutions, compliance encompasses:

• Adherence to all applicable IAPUC policies as articulated in our comprehensive standard system.

• Commitment to the IQA accreditation standards and the continuous improvement cycle they mandate.

• Timely disclosure of material changes affecting institutional status, programmes, or governance, as required by the Annual Information Disclosure and Major Change Reporting Guide (IAPUC/DEV/DOC-2026-004).

• Ethical conduct in all academic and administrative activities, as defined by the IQA Accreditation Academic Ethics and Integrity Code (IAPUC/ETH/DOC-2026-001).

• Data protection and privacy compliance across all jurisdictions of operation, per the IAPUC Digital Security and Privacy Regulations (IAPUC/ETH/DOC-2026-002) and the IAPUC Privacy Policy (IAPUC/ETH/DOC-2026-003).

Compliance Verification Mechanisms

Consequences of Non‑Compliance

Failure to meet compliance obligations may result in:

• Suspension of membership benefits pending remediation.

• Downgrade from Accredited Member to Full Member upon loss of IQA certification.

• Termination of membership for serious or persistent violations, following due process.

• Inclusion in risk monitoring under the dynamic withdrawal system.

All adverse decisions are subject to appeal through the IQA Accreditation Appeals, Complaints and Dispute Resolution Regulations (IAPUC/EXT/DOC-2026-001), with the Appeals and Arbitration Committee serving as the final adjudicatory body.
