IAPUC and Asia Higher Education (Shenzhen) Accreditation Centre Enter Comprehensive Strategic Cooperation
Shenzhen, 6 August 2026 — The International Association of Private Universities and Colleges (IAPUC) has formally entered into a comprehensive strategic partnership with Asia Higher Education (Shenzhen) Accreditation Centre. The two parties have signed both a Memorandum of Understanding (MOU) and a Memorandum of Agreement (MOA), committing to deep‑level collaboration on higher‑education standard‑setting, accreditation synergy, mutual recognition of institutional credentials and industry capacity‑building, to jointly advance cross‑border higher‑education quality assurance across Asia.
Since its establishment, the International Association of Private Universities and Colleges (IAPUC) has strived to build an open and inclusive transnational governance platform for private higher education. It delivers quality assessment, standard development, institutional accreditation and academic governance advisory services for institutions across the Asia‑Pacific region. Against rising demand for cross‑border campus operations, credit transfer and degree recognition in Asia, there is an urgent need to dismantle accreditation barriers and build a practical, collaborative quality‑assurance network. Following multiple rounds of consultations, standard‑benchmarking and due‑diligence reviews, IAPUC and Asia Higher Education (Shenzhen) Accreditation Centre finalised this comprehensive strategic cooperation based on shared values for higher‑education quality.
The signed MOU establishes the high‑level strategic framework, covering cooperation purposes, guiding principles and scope of collaboration. The supplementary MOA serves as the actionable implementation document, specifying rights‑and‑obligations, workflows and joint‑project governance to underpin all follow‑up operational activities.
The strategic cooperation focuses on four core pillars:
- Joint advancement of higher‑education accreditation practice. The parties will conduct institutional visits, quality research, standard workshops, professional training and industry forums. They will co‑develop practical quality‑improvement solutions for private higher‑education institutions and cross‑border campuses in the Asia‑Pacific, and refine accreditation indicators adapted to real‑world Asian higher‑education contexts.
- Mutual recognition of accreditation outcomes. Upon completion of standard alignment and procedural peer review, eligible institutional accreditation results from one party may be recognised by the other. Institutions holding valid accreditation from one side may benefit from simplified review procedures when meeting baseline requirements of the counterpart, lowering repetitive assessment burdens for higher‑education providers and enabling regional credential mobility.
- Joint evaluation and shared expert pool. Assessment specialists and industry advisors from both organisations will form a joint expert roster to support institutional reviews, site visits and post‑accreditation improvement supervision. Shared quality‑case repositories and risk‑monitoring checklists will strengthen professionalism and public credibility of regional accreditation work.
- Information exchange and collaborative policy research. Both sides will regularly exchange policy updates and practical accreditation cases, jointly conduct research on Asian higher‑education quality, and publish industry reports to inform sound development of cross‑border higher education.

Both parties remain open‑minded and welcome higher‑education institutions across the Asia‑Pacific to engage with this new regional quality‑assurance ecosystem.
