IAPUC and GAFM Sign Comprehensive Mutual Recognition Agreement

Colorado Springs, USA

25 June 2026 – The International Association of Private Universities and Colleges (IAPUC) and the Global Academy of Finance and Management (GAFM®) have signed a landmark Comprehensive Mutual Recognition Agreement, establishing a framework for the reciprocal recognition of accreditation standards, credentials, and quality assurance mechanisms between the two organisations, the parties announced today.

The agreement, formalised at a signing ceremony held simultaneously in Colorado Springs, Colorado—where both organisations maintain significant operational presence—and Singapore, establishes a comprehensive articulation alliance that will significantly enhance the global mobility of students, faculty, and professionals across the private higher education and financial management sectors.

A Strategic Alliance of Global Significance

The Comprehensive Mutual Recognition Agreement represents the culmination of extensive dialogue between IAPUC and GAFM, reflecting a shared commitment to advancing quality assurance, professional standards, and international cooperation in private higher education and financial management education.

Under the terms of the agreement, IAPUC-accredited institutions and programmes will receive formal recognition from GAFM as meeting the educational and professional standards required for GAFM certification pathways. Conversely, GAFM-recognised training programmes and professional certifications will be acknowledged by IAPUC as contributing to the quality assurance frameworks applicable to member institutions. This reciprocal recognition extends to academic credentials, professional designations, and continuing education programmes offered by both organisations.

The agreement is structured to facilitate:

  • Streamlined Certification Pathways: Graduates of IAPUC-accredited business and finance programmes will be eligible for expedited consideration for GAFM professional certifications, including the Accredited Financial Analyst (AFA), Accredited Management Accountant (AMA), Chartered Wealth Manager (CWM), and other GAFM designations.
  • Mutual Recognition of Accreditation Standards: IAPUC’s Internal Quality Assurance (IQA) framework and GAFM’s International Board of Standards (IBS) accreditation criteria will be recognised as substantively equivalent for purposes of quality assurance and professional recognition.
  • Collaborative Quality Assurance: Joint initiatives in programme review, faculty development, and continuous improvement will be undertaken to ensure alignment of standards and the ongoing enhancement of educational quality.
  • Global Network Integration: Member institutions of IAPUC will gain access to GAFM’s extensive global network of over 100 accredited training offices across more than 50 nations, while GAFM’s certification holders will benefit from IAPUC’s academic network spanning 37 countries.

Complementary Missions, Shared Values

The agreement brings together two organisations with complementary missions and a shared commitment to excellence in private higher education and professional development.

IAPUC, established in 2018 and registered in the State of Colorado, USA (Registration No. 20251179157), is the world’s only multidisciplinary comprehensive quality accreditation body exclusively serving private higher education institutions. The Association’s Internal Quality Assurance (IQA) framework is built upon three theoretical pillars: Mission-Driven, Outcome-Based, and Performance Excellence. IAPUC is committed to advancing the internationalisation, accreditation, openness, and innovation of private higher education. Through its network of member institutions spanning 37 countries, IAPUC provides a platform for sharing best practices, advocating for policy reform, and advancing global accreditation standards.

GAFM®, headquartered in Colorado Springs, Colorado, is an accredited and ISO-certified independent worldwide society of financial professionals, with members in over 150 countries. The GAFM International Board of Standards (IBS) awards professional designations in finance, accounting, risk, management consulting, economics, leadership, and related fields. GAFM is recognised through multiple international accreditation bodies, including SIS Sanction with accreditation from the IAS International Accreditation Service (US), ECLBS (Europe and Middle East education accreditation), QAHE, and MACCA (the European accreditation alliance for professional programmes). The GAFM is the first certification body in the world to earn ISO 21001 certification for educational organisations, in addition to ISO 9001 Quality and ISO 29990 Training certifications.

A Track Record of Strategic Partnerships

Both IAPUC and GAFM bring extensive experience in establishing strategic partnerships that enhance educational quality and professional recognition worldwide.

GAFM has a well-established history of mutual recognition articulations with leading accreditation bodies, including the Accreditation Council for Business Schools and Programs (ACBSP), with which it has maintained mutual recognition agreements since 2004. GAFM has also entered mutual accreditation agreements with the International Association for Quality Assurance in Pre-tertiary and Higher Education (QAHE), the Arab Academy, and numerous other professional bodies globally.

IAPUC, for its part, has established a robust network of member institutions and strategic partners since its founding in 2018. As a founding member of IAPUC, The Asia Pacific School of Business has played an active role in shaping the Association’s strategic initiatives. IAPUC has also planned membership in the International Network for Quality Assurance Agencies in Higher Education (INQAAHE) and the International Association of Universities (IAU), and has established mutual recognition dialogue with ACBSP and the International Accreditation Council for Business Education (IACBE).

Implications for Students, Institutions, and Professionals

The Comprehensive Mutual Recognition Agreement carries significant implications for multiple stakeholders across the global higher education and professional development landscape.

For Students: Graduates of IAPUC-accredited business and finance programmes will benefit from enhanced professional recognition and expedited pathways to GAFM certifications, strengthening their employability and career progression. The agreement also facilitates greater mobility for students seeking to pursue professional certifications alongside their academic qualifications.

For Institutions: IAPUC member institutions offering business, finance, and management programmes will gain enhanced credibility through GAFM recognition, which signals that their curricula meet rigorous international professional standards. This recognition may also support institutions in attracting international students and developing transnational education partnerships.

For Professionals: GAFM certification holders will benefit from the academic recognition of their professional credentials by IAPUC-accredited institutions, potentially facilitating further academic study, research collaboration, and cross-sectoral career mobility.

For the Broader Ecosystem: The agreement contributes to the ongoing harmonisation of quality assurance standards across the private higher education and professional certification sectors, reducing fragmentation and enhancing the transparency and portability of credentials worldwide.

A Shared Vision for the Future

Speaking on the occasion of the signing, representatives of both organisations emphasised the strategic significance of the agreement and its potential to shape the future of private higher education and professional development.

A spokesperson for IAPUC stated: “This Comprehensive Mutual Recognition Agreement with GAFM represents a significant milestone in IAPUC’s mission to advance quality assurance, international cooperation, and innovation in private higher education. By establishing reciprocal recognition between our accreditation frameworks, we are creating new pathways for students, enhancing the global mobility of credentials, and strengthening the quality culture that underpins both our organisations. We look forward to a productive and enduring partnership with GAFM.”

A representative of GAFM commented: “Our agreement with IAPUC reflects GAFM’s longstanding commitment to raising global standards in business education, ethics, assessment, and certification. By recognising IAPUC’s rigorous accreditation standards and integrating them into our certification pathways, we are expanding opportunities for finance and management professionals worldwide while maintaining the highest standards of quality and integrity. This partnership exemplifies our shared vision of a globally connected, quality-driven educational ecosystem.”

Implementation and Next Steps

The Comprehensive Mutual Recognition Agreement will be implemented in phases over the coming months. Initial priorities include:

  • Framework Alignment: Technical working groups will be established to map IAPUC’s IQA standards against GAFM’s certification criteria, ensuring a seamless and transparent recognition process.
  • Institutional Onboarding: IAPUC member institutions offering business, finance, and management programmes will be notified of the recognition pathways available to their graduates and provided with guidance on implementation.
  • Professional Recognition: GAFM certification holders will be informed of the academic recognition available through IAPUC-accredited institutions.
  • Joint Quality Assurance Initiatives: Collaborative programmes in faculty development, curriculum review, and quality enhancement will be developed to support ongoing alignment of standards.

Further details regarding implementation timelines, specific recognition pathways, and application procedures will be communicated through the respective organisations’ official channels in the coming months.
